SOURCE Integration Strategy for Project Preparation: The Example of the Ukrainian Government

This case study describes how the Ukrainian Government implemented SOURCE. SOURCE is the multilateral platform for sustainable infrastructure development. It provides a comprehensive map of all aspects that should be considered for preparing sustainable infrastructure projects for both traditional procurement and Public-Private Partnerships (PPPs). SOURCE covers different elements such as governance, technical, economic, economic, and social considerations throughout all the stages of the project lifecycle.


In 2018, the Ukrainian Government was working on building institutional capacity to effectively prepare and implement infrastructure projects in cooperation with the private sector. At that time, the country expressed interest in integrating an innovative, data-centric and efficient tool for infrastructure project preparation that could address the country's need to support the development of well-prepared projects.

Integrating SOURCE as part of the Ukrainian national infrastructure project preparation process led not just to the adoption of sustainable practices in the infrastructure projects but also to better coordination between agencies, more efficient management of timelines, and greater transparency, among many other benefits.
