
Developing Territorial Notes for Peru's Third National Infrastructure Plan
Bringing technical assistance to the Ministry of Economy and Finances in the development of Territorial Notes to guide Peru’s 2025–2030 National Infrastructure Plan (PNI)
In this project funded by the Inter-American Development Bank (IDB), Sinfranova collaborated with The Nature Conservancy (TNC) to provide technical support to Peru’s Ministry of Economy and Finance (MEF) for the development of Territorial Notes, which will guide the National Infrastructure Plan (PNI) 2025–2030.
These notes provide a strategic territorial perspective, identifying the main productive potentials, anchor projects, infrastructure gaps, risks, and enabling conditions for the country’s four macrozones—North, Lima-Callao, Center, and South, as defined by the MEF. The Territorial Notes will serve as a strategic planning tool to align infrastructure investments with territorial opportunities. This work is a key input for the upcoming third edition of the National Infrastructure Plan, which seeks to transform the country’s long-term vision into a shortlist of coordinated infrastructure projects to foster economic growth and leverage territorial potentials.
By incorporating the Territorial Notes, the PNI 2025–2030 will adopt a territorial approach, ensuring that the prioritized project portfolio responds to the characteristics and opportunities of each macrozone, unlocking local economic potential and strengthening sustainable development across the country.
To inform the development of the Territorial Nortes, workshops were held in each of the Peru macrozones, allowing the project team to engage directly with local stakeholders. These sessions provided valuable insights into regional priorities and helped to identify productive potentials, strategic objectives and territorial visions, reaffirming Sinfranova expertise in building capacity for sustainable infrastructure development.
Key components of the project included: i) Territorial diagnosis for each macrozone, assessing economic, environmental, and governance conditions; ii) Identification of productive potentials (consolidated and emerging) and related infrastructure needs through 2050; iii) Definition of strategic objectives and visions aligned with the PEDN 2050 and the SDGs, and iv) Selection of anchor projects with high territorial impact to catalyze development and attract complementary investments.
Sinfranova continues to strengthen Peru’s infrastructure planning policies by integrating territorial and sustainability perspectives, building on its experience in projects such as the "Evaluation of PNIC/PNISC" project and "Incorporating Sustainability into Peru’s Second National Infrastructure Plan."
