
Advancing Sustainable Infrastructure Planning in El Yunque Region
Leading a consultancy to assess sustainable infrastructure in Puerto Rico’s El Yunque Region, with a special focus on PR 186 and its adjacent municipalities.
Sinfranova is leading the technical consultancy on sustainable infrastructure within the El Yunque National Forest Regional Destination Management Program, led by the Sustainable Tourism Asset Management Program (STAMP) of Cornell University in collaboration with the U.S. Forest Service (USFS). Our team is evaluating the current status of infrastructure systems across eight municipalities in Puerto Rico’s Northeast region—Río Grande, Luquillo, Naguabo, Ceiba, Fajardo, Canóvanas, Las Piedras, and Juncos—while conducting an in-depth analysis of Canóvanas and Río Grande, the two municipalities along the PR-186 corridor, to anticipate future needs driven by tourism growth in the El Yunque area.
The consulting process follows a structured methodology combining data gathering, stakeholder engagement, and multi-criteria infrastructure analysis to ensure that proposed improvements are resilient, financially feasible, and aligned with sustainable tourism growth.
Key activities led by Sinfranova include:
Data collection & analysis: Reviewing municipal plans, technical reports, and sectoral studies on energy, water, waste management, transport, and telecommunications, while identifying critical information gaps to be addressed through consultations.
Stakeholder engagement: Conducting bilateral interviews, virtual consultations, and in-person roundtables with municipal leaders and technical staff.
Site visits: Carrying out on-the-ground reviews along the PR-186 corridor in Canóvanas and Río Grande to characterize infrastructure performance.
Infrastructure status analysis: Diagnosing the current state of infrastructure, identifying vulnerabilities, and projecting the impact of tourism growth on future demand. This includes outlining high-level and innovative financing options to address identified needs.
A central component of this consultancy is the facilitation of in-person Executive Roundtables, creating collaborative spaces where local actors share insights, align priorities, and discuss innovative solutions for infrastructure resilience in the face of increasing tourism demand.
