Evaluating Peru's Infrastructure Projects in PNIC and PNISC Plans

Evaluation of prioritized infrastructure projects in previous National Infrastructure Plans to identify bottlenecks and inform future planning in Peru

Following the publication of its first National Infrastructure Plan in 2019 (PNIC 2019) and its update in 2022 (PNISC 2022), the Ministry of Economy and Finance (MEF) of Peru requested technical assistance from the Inter-American Development Bank (IDB) to update and publish its third National Infrastructure Plan (PNI 2025-2030). In partnership with the Universidad del Pacífico, Sinfranova has supported the Ministry by providing technical assistance to review and analyze the infrastructure projects prioritized under the previous plans. 


The primary goal of this technical assistance was to identify the bottlenecks hindering the progress of infrastructure projects and to propose recommendations to prevent projects included in the upcoming PNI 2025-2030 from experiencing the same issues. To this end, project monitoring documents were reviewed and interviews were conducted with representatives from various public and private sectors to pinpoint the key challenges preventing project advancement. This combination of literature review and insights gathered from the interviews allowed us to identify a set of dimensions and categories of problems. 


After sharing and validating the problems identified with representatives from different public and private entities through in-person workshops, a set of recommendations was developed to address these challenges and prevent their recurrence in future national infrastructure plans. These recommendations, as well as the lessons learned from the process, will be a key input for the development of the next National Infrastructure Plan. 


Through this project, we reaffirm our ongoing support and commitment to the Government of Peru in their efforts to promote more sustainable and resilient infrastructure projects. Additional work with the MEF includes the development of Territorial Notes, the integration of a sustainability approach into Peru’s National Infrastructure Plan 2022, and the incorporation of sustainability considerations into their PPP guidelines.
