Updating the Guidelines for the development of the PPP Modality in Peru
Evaluation and update of the existing PPP Guidelines to identify opportunities for improvement in the development of PPP projects with a focus on sustainability
The Peruvian Ministry of Economy and Finance (MEF) needed technical assistance to update its current Guidelines for the Development of the Public-Private Partnership (PPP) modality in Peru. In partnership with Rebel Group and K-Infra, Sinfranova was commissioned to evaluate the existing PPP Guidelines and identify opportunities for improvement in the development of PPP projects with a special focus on sustainability.Â
Some of the activities conducted by Sinfranova included:Â
Review of the existing PPP Guidelines;
Mapping of local, regional, and international sustainability literature to identify existing sustainability indicators and goals to incorporate as part of the Guidelines;
Define a set of recommendations and suggestions to incorporate sustainability into the Guidelines;Â
Update the Guidelines by integrating the sustainability recommendations and suggestions found.
This work to integrate a sustainability approach into the Peruvian PPP is fully aligned with previous efforts conducted by the country to advance towards a more sustainable way of developing infrastructure. In October 2022, Peru published its National Sustainable Infrastructure Plan for Competitiveness (PNISC 2022-2025), which integrates a sustainable approach that incorporates institutional, social, environmental, and economic and financial sustainability. Sinfranova was proudly commissioned to provide technical assistance to MEF to integrate a sustainability approach into PNISC.Â
