
Strengthening Public Investment Management Index (IGEIP) in Peru
Enhancing the Public Investment Management Index (IGEIP) to improve performance measurement, territorial relevance, and sustainability in public investment decision-making.
Sinfranova collaborated in a consultancy aimed at reviewing, analyzing, and strengthening Peru’s Public Investment Management Index (IGEIP) to improve its effectiveness as a tool for evaluating public investment performance across different levels of government. The assignment was carried out between July and November 2025 in Lima, Peru, for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) ConoSur, in coordination with the Ministry of Economy and Finances of Peru, and in association with SITe Consultores.

The objective of the consultancy was to conduct a comprehensive technical, conceptual, and operational analysis of the existing IGEIP, identifying its main gaps and limitations. Based on this assessment, the project developed a strengthened methodological proposal incorporating new indicators, spending quality criteria, and a territorial perspective, with the aim of improving the Index’s capacity to monitor, compare, and guide public investment performance in a more efficient, equitable, and development-oriented manner.

Sinfranova’s contribution focused on the sustainability dimension of the Index, evaluating the integration of gender equity and circular economy indicators within the IGEIP framework and assessing their alignment with Peru’s public investment policies and data availability. Sinfranova supported the formulation of practical implementation options and recommendations for the Ministry of Economy and Finances (MEF), aimed at strengthening the operationalization of these cross-cutting criteria across different levels of government.

Specific activities carried out under the consultancy included:
Conducting a technical and conceptual diagnostic of the current IGEIP, identifying limitations, strengths, and opportunities for improvement;
Analyzing the consistency, relevance, and applicability of the Index across diverse territorial and institutional contexts;
Reviewing international methodologies and comparable practices for public investment performance evaluation, with emphasis on decentralized governance systems;
Designing technical enhancements and new indicators differentiated by level of government and grounded in territorial realities;
Integrating transversal criteria such as circular economy, gender equity, and inclusion of vulnerable populations into the revised methodology;
Supporting mechanisms for stakeholder consultation, technical validation, and inter-institutional coordination;
Developing recommendations for governance, use, and dissemination of the updated IGEIP.

This project reinforces Sinfranova’s ongoing work in Peru as a technical advisor to public sector institutions, including the Ministry of Economy and Finances (MEF), supporting the alignment of public investment and infrastructure projects with sustainability principles.
