Peru approves its National Infrastructure Plan for Competitiveness (PNISC) 2022 - 2025

  • Peru has approved its National Sustainable Infrastructure Plan for Competitiveness (PNISC) 2022 - 2025​​

  • Sinfranova partnered with the Inter-American Development Bank (IDB) to provide technical assistance to the Peruvian Ministry of Economy and Finances (MEF)

The Peruvian Ministry of Economy and Finances (MEF) has recently approved its National Sustainable Infrastructure Plan for Competitiveness (PNISC) 2022 - 2025. The PNISC seeks to strengthen and give continuity to the previous National Infrastructure Plan for Competitiveness (PNIC) 2019 - 2022. Specifically, in addition to driving economic growth, improving competitiveness, and contributing to the closure of infrastructure gaps, the PNISC 2022 - 2025 reinforces the inclusion of a sustainable infrastructure approach and the integration of social sectors, like health and education. 

The PNISC 2022 - 2025 document is divided into six main sections: 

PLan Nacional de Infraestructura Sostenible_Peru

1. Evaluates the performance of the 52 projects that were prioritized in the previous National Infrastructure Plan for the Competitiveness (PNIC) 2019 - 2022.

2. Presents the vision and goals of the National Sustainable Infrastructure Plan for Competitiveness (PNISC 2022 - 2025).

 

3. Provides an overview of the sectoral strategies regarding infrastructure, including their long-term vision and their alignment with the sustainable infrastructure prioritization criteria.

 

4. Introduces the basic access infrastructure gap in Peru and the existing limitations to estimating the quality infrastructure gap.

5. Presents the prioritization methodology and the prioritized projects.

 

6. Presents a roadmap with five strategic lines. 

Sinfranova partnered with the Inter-American Development Bank (IDB) to provide technical assistance to the Peruvian Ministry of Economy and Finances (MEF), thus allowing the integration of a sustainable infrastructure approach. This sustainable approach includes incorporating sustainability indicators for each of the four dimensions of sustainable infrastructure (i.e., economic and financial sustainability, institutional sustainability, social sustainability, and environmental sustainability and climate resilience) into the prioritization methodology.

The incorporation of this sustainability approach has been in alignment with national and international sustainable infrastructure standards like those from the IDB Sustainable Infrastructure Framework, the Organisation for Economic Co-operation and Development (OECD), and the Sustainable Development Goals (SDGs), among others.

As such, the updated and recently approved plan represents a firm commitment to reaching sustainable and inclusive development in Peru. The PNISC 2022 - 2025 is available here
